On the outcomes of the XV International Forum "Innovative Development through the Intellectual Property Market"
On April 23, 2024, as part of the International Intellectual Property Days dedicated to the UN Sustainable Development Goals, the XV anniversary International Forum "Innovative Development through the Intellectual Property Market" was held in Moscow (on the basis of the Kutafin Moscow State University) with the support of the Ministry of Foreign Affairs of Russia and Rossotrudnichestvo.
The Forum was organized by the CIS Executive Committee, the Russian Academy of Sciences, RNIIIS, and the Association of Lawyers of Russia. All these years, the Republican Research Institute of Intellectual Property (RNIIIS), the only scientific non–profit organization in the EAEU and CIS countries specializing in intellectual property issues and providing services in this area at the level of international ISO standards, has been acting as the Directorate and sponsor of the Forum. The general partners of the Forum were SIC Kurchatov Institute - Central Research Institute of KM Prometheus and the Russian company GC Eurochem. The main information partners of the Forum were the National News Service news agency, MTRK Mir, Parliamentary Newspaper, scientific journals Intellectual Property Law, Russian Competition Law and Economics and Information Law.
The peculiarities of the XV International Forum include:
The first is the focus on Eurasian problems, where from 2022 the Forum's agenda includes practices and problems of developing the intellectual property market of the countries of the "Great Eurasian Partnership" (EAEU, CIS, SCO and BRICS), taking into account the expansion of the BRICS+.
The second is the digital economy and artificial intelligence, the topical issues of which are presented at all meetings of the Forum through the prism of technological sovereignty and intellectual property.
The third is the constant high scientific level of representation of the participants, which allows in the year of the 300th anniversary of the Russian Academy of Sciences to provide in–depth study of the problems of innovative and digital development on the path of Eurasian integration and to develop practically significant recommendations for government and business. The previous XIV Forum was highly appreciated by the Minister of Foreign Affairs of Russia S.V. Lavrov, who acknowledged in his address to the organizers of the Forum following its results: "The Forum has become an authoritative international platform for discussing topical issues of developing the legal framework, improving and harmonizing legislation, commercialization and ensuring the protection of intellectual property. ...the practical recommendations of the Forum will be taken into account in the work of the Russian Foreign Ministry and its foreign institutions, including in contacts on this issue with partners in the Commonwealth of Independent States and the Eurasian Economic Union." The final document - recommendations of the Forum was posted on the official website of the Russian Foreign Ministry for the first time.
The fourth is the practical importance in identifying approaches and mechanisms for solving existing problems, which explains the presentation and professional discussion at the Forum of new drafts of interstate and national standards as mechanisms for regulating "soft power" on these issues for the EAEU, CIS, SCO and BRICS countries.
The fifth is the constant expansion of the geography of the Forum within the framework of the "Great Eurasian Partnership", the practical orientation of which attracts new participants, including from the regions of Asia, Africa and the Middle East.
At eight regional venues in the EAEU countries (Russian Federation: Moscow – on the basis of MGUA (5 sessions); St. Petersburg - on the basis of Peter the Great St. Petersburg Polytechnic University; The Republic of Crimea – on the basis of V.I. Vernadsky Crimean Federal University, Simferopol; the Republic of Tatarstan – on the basis of Kazan (Volga Region) Federal University, Kazan; Sverdlovsk Region - based on USUE, Yekaterinburg; Rostov region and the South of Russia – based on SFU, Rostov-on-Don; The Republic of Belarus –on the basis of the National Center for Legislation and Legal Research of the Republic of Belarus, Minsk; the Kyrgyz Republic on the basis of Kyrgyzpatent, Bishkek), over 800 participants from 14 countries of the world (including the countries of the EAEU, CIS and BRICS, as well as Serbia, Bulgaria and Vietnam) were registered.
Representatives from 10 international and interstate bodies and organizations, 17 ministries and departments of the Russian Federation (including The Ministry of Foreign Affairs of Russia, the Ministry of Defense of Russia, the Ministry of Industry and Trade of Russia, the Ministry of Health of Russia, FAS, Rospatent and FAPRID), representatives of the CIS Banking Council and the Bank of Russia, the Investigative Committee of the Russian Federation, the Prosecutor General's Office of the Russian Federation, the Supreme Court of the Russian Federation, representatives of 42 subjects of the Russian Federation, including the Government of Moscow, regional parliaments and governments of the subjects of the Russian Federation, where regional sessions of the Forum were held, The Chamber of Commerce and Industry of Russia and more than 60 enterprises and organizations from the main integrated structures.
The organizers and participants of the Forum received greetings from A.E. Vaino, Head of the Presidential Administration of the Russian Federation, D.F. Mezentsev, State Secretary of the Union State, D.A. Trefilov, Deputy Secretary General of the CIS.
Оn behalf of the Russian Academy of Sciences in the year of its 300th anniversary, the participants of the Forum were greeted by G.Ya. Krasnikov, President of the Russian Academy of Sciences, Deputy President of the Russian Academy of Sciences, Academician - Secretary of the Department of Public Sciences of the Russian Academy of Sciences T.Ya. Khabrieva, Director of the Institute of State and Law of the Russian Academy of Sciences A.N.Savenkov.
At the opening of the Forum, its participants were welcomed by Zhang Ming, Secretary General of the SCO; S.V. Stepashin, Chairman of the Program Committee of the Forum and Chairman of the Association of Lawyers of Russia; I.V. Yershova, First Vice-Rector of the Kutafin Moscow State Law University.
In his speech, S.V. Stepashin emphasized that in order to realize the potential of intellectual property in ensuring national competitiveness and technological sovereignty, it is necessary:
- Ø Strategies and programs for the formation and development of the Eurasian intellectual property market, which exist in most CIS countries, but have not appeared in the EAEU, Russia and Kazakhstan;
- Ø changes and additions to the sections of the Sustainable Development Goals at the global, regional and national levels regarding the tasks of developing the intellectual property market, where information indicators of the so-called "knowledge economy" (publications and patent applications) should be replaced by indicators of the intellectual property economy (intangible assets and intellectual property turnover in the pricing of final products, jobs /services and finance);
- harmonization of national legislation in the field of intellectual property in order to ensure the unity of the life cycle of scientific, scientific, technical and innovative activities, both in the EAEU, the CIS and the BRICS (at the BRICS Legal forum in South Africa (2023), special attention was paid to this and a working group on intellectual property was established);
- active development of standardization institutions in order to harmonize and effectively regulate these processes, taking into account the creation in the Russian Federation of the world's first national system of standards "Intellectual Property" (30 standards) within the framework of the activities of the national and interstate technical committees TK481 /MTK550, where the creation of a similar international ISO / IEC committee under the chairmanship of Russia is overdue;
- Centralization of functions for the development and implementation of state policy and regulatory legal regulation in the field of intellectual property within one department under the leadership of the Government (in the Russian Federation – more than 10 federal agencies are responsible for this).
117 reports were presented at two plenary and 12 in-session meetings of the Forum. The participants and speakers include more than half of the scientists representing 7 state academies of sciences, 53 academic institutes and leading universities, including 12 academicians of state academies of Sciences, 34 doctors and 49 candidates of sciences in various fields of scientific knowledge.
At the plenary session "The Eurasian Intellectual Property Market and Technological sovereignty in a multipolar World", V.N. Lopatin, Scientific Director of the RNIIIS, Chairman of the AYUR Commission on Intellectual Property, Chairman of the Interstate Technical Committee for Standardization of the MTK 550 "Intellectual Property", Honored Scientist of the Russian Federation delivered the main report "On the state of legal protection, use and protection of intellectual property in the EAEU, CIS and BRICS countries in 2023".

Following the results of the Forum, its participants adopted Recommendations addressed to the heads of the highest authorities and academies of sciences of the CIS, EAEU and BRICS countries, as well as to the United Nations (WIPO, ISO, UNESCO and the UN European Commission), WTO, SCO, the CIS Executive Committee, the EAEU EEC and the Standing Committee of the Union State.

The next XVI International Forum "Innovative Development through the Intellectual Property Market" will be held within the framework of the International Intellectual Property Days under the auspices of the United Nations on April 24, 2025 in Moscow.
