IX Congress of AYUR

On December 3, 2025, the IX Congress of the All-Russian Public Organization "Association of Lawyers of Russia" (AYUR) was held in the Column Hall of the House of Unions (Moscow), the participants of which were welcomed by President of the Russian Federation V.V. Putin, Chairman of the Government of the Russian Federation M.V. Mishustin, Chairman of the Constitutional Court of the Russian Federation V.D. Zorkin, Chairman of the Supreme Court of the Russian Federation I.V. Krasnov.

 S.V. Stepashin (Chairman), V.N. Pligin and V.V. Blazheev (co-Chairs), and V.S. Gruzdev (Chairman of the Management Board) delivered a report on the work of the Association for 2023-2025 at the Congress. S.M. Shakhray (Chairman of the Central Control and Auditing Commission of the Association) made a report on the work of the Central Control and Auditing Commission of the Association during this period.

During the discussion of the Reports, which were positively evaluated, T.N. Moskalkova, Commissioner for Human Rights in the Russian Federation, A.E. Hinshtein, Governor of the Kursk Region, A.I. Alexandrov, Chairman of the Kaluga Regional Branch of the Association of Lawyers of Russia, V.N. Lopatin, Scientific Supervisor (Director) of the Russian Research Institute of Intellectual Property, Chairman of the Commission on Intellectual Property Association of Lawyers of Russia, spoke at the Congress ownership.

During the Congress meeting, all the governing bodies of the AYUR were unanimously elected: the Chairman of the AYUR, S.V. Stepashin; the co-chairmen of the Association: P.V. Krasheninnikov, V.V. Blazheev, V.N. Pligin; the Presidium of the AYUR (50 people) and the Bureau of the Presidium of the AYUR (24 people); the Board of the AYUR (24 people) and the Chairman of the Board, V.S. Gruzdev; the composition of the Central Control and Auditing Commission of the Association (7 people) and the chairman of the Central Control Commission S.M. Shakhray were approved.

The scientific supervisor (director) of the Russian Research Institute of Intellectual Property Lopatin V.N. was elected to the Congress is part of the Presidium of the AYUR. By order of the Minister of Foreign Affairs of the Russian Federation Sergey Lavrov dated November 19, 2025, Lopatin was awarded the Medal of Primakov for his contribution to the implementation of the state policy of the Russian Federation in the framework of international cooperation (in just 10 years, 27 people in the world have been awarded it). The Chairman of the AYUR S.V. Stepashin, presented him with this award at the Congress.

After the congress, the main ceremony of Lawyer's Day took place — the presentation of Russia's highest legal award "Lawyer of the Year". In the nomination "For a special contribution to the development of the state and law", Chairman of the AYUR S.V. Stepashin presented the award to Deputy Chairman of the Security Council of the Russian Federation D.A. Medvedev. Also during the ceremony, they gave an official start to the All-Russian legal dictation, which will last until December 12 this year. The celebrations ended with a festive concert by the Lube group.
