The purpose of the International Intellectual Property Forum is to create a unique platform for the exchange of experience and mutual learning between participants and professionals in the field of intellectual property, to promote the creation of a comprehensive, balanced and effective system for ensuring compliance and protection of intellectual property rights, as well as joint analysis and formulation of appropriate rules for regulating and developing cooperation in this field, including the number in the Organization's region. The modern world is undergoing profound and complex changes, and exchanges and cooperation in the field of intellectual property play an important role in the development of the economic, social, cultural and humanitarian spheres of all countries. This forum is of great importance for encouraging creative intellectual activity, ensuring technology transfer in the countries of the region and accelerating economic, social and cultural development.
Practice has shown that long-term sustainable economic development depends not only on resource potential, but is also closely related to the ability to develop, innovate and respect intellectual property rights. Innovation is understood as a set of measures to stimulate development in the field of production, management, education, society, etc. Innovation allows science and knowledge to become directly productive, which makes the promotion of research in the field of intellectual property rights especially important.
Dear friends! Over the past 20 years, the SCO has continued to develop, its global authority and international influence have grown, and it has become one of the largest regional organizations in the world in terms of population, territory and total economy.
The SCO region is a huge market for comprehensive and mutually beneficial economic and trade cooperation, which covers almost all economic and social spheres, including intellectual property.
Currently, the importance of improving the contractual and legal framework for the regulation of intellectual property rights in order to ensure the innovative development and competitiveness of products of the SCO member states is becoming more and more obvious. Cooperation in this area is deepening. Taking into account the fact that all SCO member States are also members of the World Intellectual Property Organization (WIPO), this creates additional favorable conditions for strengthening cooperation in this area within the framework of the SCO.
In 2023, a permanent mechanism directly related to the field of intellectual property was created within the SCO, namely a Special Group on Startups and Innovations. I am confident that the work of this expert mechanism will contribute to the development and improvement of the legal framework in the field of intellectual property in the SCO space.
We hope that the SCO member States will continue to adhere to the principles of the Shanghai Spirit, continue to develop cooperation in the field of intellectual property and make full use of the potential of cooperation to promote the economic and social development of the countries of the region and give a new impetus to the bright future of the SCO.
