The Second Congress of Aircraft Manufacturers of Russia
On April 16th – 17th, 2015 in the aviation capital of Russia – in Ulyanovsk city the Second Congress of Aircraft Manufacturers of Russia was held.
Over 200 enterprises and organisations from 15 regions of Russia, representatives of federal and regional executive authorities, trade union and public organisations took part in the Congress work.
At the plenary session keynote addresses were delivered by: the Deputy of Minister of Industry and Trade of the RF A.I. Boginskiy (On the implementation of the Government Programme “The Development of the aircraft industry for 2013-2025 yy.”, outcomes of 2013-2014 yy. and objectives for 2015-2020 yy.), the Governor of Ulyanovsk region S.I. Morozov; the Chairman of the Russian Workers` Trade Union of Aircraft Industry N.K. Solovyev; a Collegium Member of the RF VPK M.I. Kashtan (“Problem Issues of Implementation of Targets of the State Defence Order for 2015-2016 yy.”); the General Director of OJSC “ Tactical Missiles Corporation” B.V. Obnosov (“Methods of government assistance to enterprises of aircraft industry when performing state defence order”); the General Director of FSUE “TsAGI” B.S. Alyeshin (Ensuring the balanced development of all components of scientific and technical potential of aircraft industry of the Russian Federation); the President of OJSC “UAC” Yu.B. Slyusar` (A long-term programme of development of the domestic aircraft construction: principal directions and expected outputs, problems and implementation risks); the Director General of JSC “Russian Helicopters” A.A. Mikheev (The development priorities of domestic helicopters construction in modern conditions of the economy and market development); the Chief Designer JSC “UEC” V.A. Geikin (The development state and outlook of aviation engine building in the Russian Federation); the Managing Director on aviation projects SC “Rostekh” A.I.Fyedorov; the Deputy Director General on innovations, development and sales JSC “Tekhnodinamika” A.V. Litvinov (the organisation of the programme implementation of import substitution upon aggregates production); the Deputy Head of the Federal Agency on Technical Regulation and Metrology A.V. Zazhigalkin (“On goals of standardisation in aircraft industry”). The plenary report “On Risk Management of Intellectual Property in innovation projects of aircraft industry” at the congress was made by the Director General of the Intellectual Property Corporation, RSRIIP, the Chairman of national technical committee on standardisation “Intellectual Property” TC481, the Head of the basic department “the Intellectual Property Management” of Plekhanov Russian University of Economics, the Doctor of Laws, Professor V.N. Lopatin.
By the work outcomes, there was adopted the resolution of the Second Congress of Aircraft Manufacturers of Russia, in which its participants seconded all major proposals of the the head of the corporation, RSRIIP, Vladimir Lopatin on the organisation and development of the sectoral market of Intellectual Property. The Third Congress of the Aircraft Manufacturers of Russia will be held in Zhukovskiy in 2016.
